There are many talent people participated in it, and the competition time is not enough at all for most participators. You have to translate the problem description into the C++ class and method, design the algorithm, implement, and test them manually. Now with TopCoder AutoGen, what you need to do is to design the algorithm to resolve the problem only, and AutoGen will handle anything else.
